Plan Change No. 1
Review No. 1 of the District Plan became operative on 1 September 2012. Since the Plan became operative, a number of ‘higher order’ planning instruments such as national policy statements, standards and regulations and regional policy statements (e.g. the One Plan) have been introduced or become operative. Pursuant to clause 20 of the First Schedule of the Resource Management Act 1991 (RMA), Plan Change No. 1 was approved by Council on 31 July 2019 and is operative as of 19 August 2019. The approved provisions of Plan Change No. 1 have been incorporated into the District Plan which can be viewed here.

Pursuant to Clause 10(4)(b) of the First Schedule of the Resource Management Act 1991, the Tararua District Council gives notice of its decisions on submissions received to Proposed Plan Change No.1 (PPC1)

Notice of Hearing
Notice is hereby given that submissions lodged in respect of Proposed Plan Change No. 1 (PPC1) to the Tararua District Plan will be heard and considered at a hearing to be held on Monday 9 October and Tuesday 10 October 2017, in the Council Chamber of the Tararua District Council located at 26 Gordon Street, Dannevirke.

Section 42A Planner's Report
The Section 42A RMA Planners report below serves to assist the Council and the decision-maker(s) (the hearings panel or commissioner(s)) in making decisions in respect of the Proposed Plan Change No,1 (PPC1) and the matters raised in submissions received to the change.
It covers the background and purpose of PPC1, submissions received, the statutory framework for consideration and decision making, and consideration of submission including recommendations. The report has been circulated to every person who has made a submission or further submission and who requested to be heard.

Summary of Submissions
Pursuant to clause 7 of the First Schedule of the Resource Management Act 1991 (RMA), the Tararua District Council hereby gives notice that a summary of the submissions received to Proposed District Plan Change No. 1 is now available and invites any interested person to make a further submission on any of the submissions received.

Submissions closed at 5pm on Tuesday 17 January, 2017.
All the submissions received will be assessed and officer reports prepared for consideration at a hearing of the submissions of those submitters wishing to be heard.
Following the hearing, the Tararua District Council will make and notify its decisions. Any person who has made a submission, or further submission, on the Proposed Plan Change then has the right to appeal the Council’s decision to the Environment Court.

Review No. 1 of the District Plan became operative on 1 September, 2012. Since the Plan became operative, a number of ‘higher order’ planning instruments such as national policy statements, standards and regulations and regional policy statements (e.g. the One Plan) have been introduced or become operative.
The District Plan is required to be changed in accordance with any relevant regulations and to give effect to the policies and directions of these ‘higher order’ instruments. The Proposed Plan Change also seeks to ‘tidy up’ the Plan by updating background information and correcting minor errors or ambiguities.
The primary matters proposed for change include providing for small scale electricity generation from renewable energy sources, removal of most of the rules applying to the management of hazardous substances, removal of the rules applying to the protection of indigenous vegetation and significant habitats of indigenous fauna, providing for deck structures as part of outdoor living courts and new rules designed to provide a more effective means of managing identified community ‘eyesores’ (e.g. derelict properties and vehicles).
