What is a LIM?
A Land Information Memorandum (LIM) is an official report prepared in accordance with the provisions of the Local Government Official Information and Meetings Act 1987.
The report contains information held by a local authority relating to a specific property.
LIMs are commonly requested during property transactions and are widely used by purchasers, vendors, solicitors, financial institutions, property investors, and developers to assist with informed decision-making.
Property owners and purchasers often obtain both a LIM and a Building Packet to undertake comprehensive due diligence.
What a LIM includes
The LIM report provides a summary of information we hold about a property.
It includes information on:
- Rates information - Land, improvement and capital rateable value, yearly rates and arrears (if any).
- Building Consents, Permits - Any building consents or permits issued on the property.
- Compliance Schedule - Any compliance schedule issued for public buildings and when the Warrant of Fitness expires.
- Health - Any health, food or alcohol licence and when it expires.
- Swimming Pools - If the property has a swimming pool and swimming pool fence compliance information.
- District Plan information - The zoning of the property, map and references to District Plan requirements.
- Historic Places - Any Historic Places Trust classifications.
- HAIL information - Any information on hazardous contaminants.
- Natural Hazards - Information of any known natural hazards that may affect the property including information on earthquake, tsunami, erosion, volcanic and geothermal activity, landslip, subsidence, sedimentation, wind, or flooding.
- Resource Consents - Any relevant subdivision and land use consents issued on the property. Any other consents issued on the property.
- Drainage - The location of public sewer, water and storm water services on the property.
- Roading Information - Any road encroachments, vehicle crossings and designations affecting the property.
- Other Information - Any requisitions that may have been issued on the property. Other information we consider to be relevant.
What a LIM doesn't include
- Building permit and consent plans or documents - if you need the documents, which may include floor plans, use our building packet request service Building Packet Requests | Tararua District Council
- Any development works undertaken without Council knowledge or consent
- A site visit to the property
- A comprehensive assessment of a property. It documents only the information Council has about the property at the time the LIM is prepared
Any plans or aerial photographs attached to the LIM are for illustrative purposes only and are not confirmation of the legal position of the boundaries on the property.
LIM vs Building Packet
A LIM is an official council report that summarises key information about a property, including risks, services, and planning details. A Building Packet contains copies of building documents held by Council, such as building plans, consent applications, and inspection records, and provides the original documents without a summary.
Choosing the right option depends on what you need. A LIM provides a summary of information sourced from a range of council records and databases. A Building Packet request may be more appropriate if you want to review specific documents, such as checking past building work and viewing plans.
A Building Packet does not replace a LIM report. We recommend ordering both for a comprehensive view of your property information.
Applying for a LIM

Payment Instructions
Processing of the LIM report will only commence once full payment has been received. If applying online, we will contact you by email with payment instructions.

Please note: Payments by internet banking can take a couple of days to process. It's a good idea to pay and apply early to ensure you receive your report when you need it.
When will I receive the LIM?
Providing all the necessary information is supplied with your application, the LIM will be prepared within 10 working days of payment and forwarded to you as quickly as possible. The final LIM will be provided electronically by email and the original hardcopy posted if requested.
