Headstones & Memorials
Headstones, memorial plaques and monuments are an important part of remembering and honouring our loved ones who have passed. While Council is responsible for the overall maintenance of cemetery grounds, the care and upkeep of individual memorials remain the responsibility of those who own the burial rights or immediate next of kin.
Why do I need a permit to install a headstone, memorial plaque or monument?
To ensure the safety, consistency, and respectful presentation of our cemetery spaces, a permit is required before installing any headstone, memorial plaque or monument. This process helps Council:
- Confirm that the headstone, memorial plaque or monument meets approved size, material, and design standards - these can be found in the Cemeteries Bylaw (PDF file, 462.8 KB)
- Ensure the manufacture and installation of all headstones, plaques and monuments are carried out by qualified professionals in accordance with NZS 4242:2018 standards
- Protect the integrity of cemetery grounds and infrastructure
- Maintain safe access for visitors and staff, especially in lawn-style cemeteries
- Verify that the applicant has the legal right to install a headstone, memorial plaque or monument for the plot
Monumental masons will manage the permit application on behalf of families. Council approval must be granted before installation or alteration can proceed.
Photos must be provided to Council after the installation or alteration so that the records database can be updated.
