Stock Crossings - what you need to know
13 April 2026
If you’re planning a stock crossing, you’ll need a permit from Council. This allows us, as the Road Controlling Authority, to keep an eye on any potential damage to the road.
The good news – the permit is free and usually only needs to be done once (unless something changes, like the crossing location).
In some situations, you may also need a Traffic Management Plan (TMP) – for example:
- If crossings happen outside daylight hours
- If visibility is poor (e.g. sharp bends or hazardous locations)
This is to help keep you, your stock, and other road users safe.
Crossing a State Highway? You’ll need to contact NZTA/Waka Kotahi, as they manage these roads.
Our flowchart below is a handy guide to help you figure out what’s required.
